2009 Liloan, Santander, Cebu and Ocean Terrace Resort Philippines

Dimitri had asked for and gotten a low season price from the owners of Ocean Terrace Resort on the southern end of Cebu Island. He had also arranged that Ocean Terrace would come to Pura Vida to pick us up in a van for Php1500. It was not an auspicious start when we saw that an open jeepney was the "van" that came to pick us up (and it was raining because of Typhoon Ondoy). There were two staff members, Norie and Girlie, to accompany us on our 45 minute ride to the fast ferry from Sibulon on the southeastern coast of Negros Oriental to Liloan on the southwestern coast of Cebu. We got to Sibulon, after making a couple of stops (we needed to get cash at an ATM in Dumaguete before getting on the ferry, for instance, because Ocean Terrace only accepts cash).

We boarded the Ocean Fast Ferry Santander II with the help of the porters to carry our luggage. Norie and Girlie arranged all of that. The ferry across the Tañon Strait took 25 minutes and cost Php52 each for seniors like us). At the Lilowan side of the ferry, the staff arranged 2 motorcycle tricycles to take us to Ocean Terrace Resort. (Ocean Terrace Resort (Ocean Terrace Resort, Liloan, Santander, Cebu, Philippines, tel. Ocean Terrace is built on a steep lava hillside above the Tañon Strait. A couple of young men helped us with our luggage down a long and an unbelievably steep driveway; they took us to the Deluxe Oceanfront Cottage. We asked if Ed and Liza Thompson, the owners, were around and we were told that they were in Korea and had not been there since the past June. We asked to see the lower priced room and it was too small and uncomfortable for us, with no view whatsoever.

Dimitri had accepted weekly rate of Php 16000 (down from Php 21000) offered by Ed Thompson for the Deluxe Oceanfront Cottage above the sea. Unfortunately, the cottage did not look like the pictures of it on the Ocean Terrace website. On the website, there was a real sofa/couch in the living room and other furniture in the picture of the room. In reality, there was locally made bamboo furniture without seat cushions or seat-back cushions. It would be excruciating to sit on that furniture for our evening TV watching. We found a more comfortable sofa in a Deluxe cottage which the young men moved to the living room for us. When the people from Lonely Planet (2009 edition) visited, they must have seen the cottage as it had been in the website picture because they said the cottage was "well-appointed...with rattan draped walls and hot-water bathrooms." By the time we got there, the cottage wasn't even "appointed" in our opinion, let alone "well-appointed." It looked to us as if the cottage had not been used for a very long time and only had the bare minimum in it.

There were two bedrooms and a bathroom, as described on the website and also a wraparound deck overlooking the strait. The whole place looked dirty and actually was. Audre bought some disinfecting bleach and started cleaning up with a rag (that she carries for just such eventualities).

The cottage was built of rough, unfinished bamboo with rough, unfinished wood floors (the wooden boards even had their original labels on them--adding a je ne sais quoi). There were no shelves in the kitchen so we were brought plastic tables to put our food on. The kitchen counter was rough wood on which lots of ants were scurrying around and so we were brought insect spray. There was a microwave oven but no burners. There was a sink (that looked permanently dirty) without hot water. The staff brought us an electric hot water boiler so we could make coffee in our French Press coffee pot that we carry with us. They also brought us dishes, silverware and cups. We asked about dinner and were told that we should order from the menu that was brought and that it would be brought to the cottage (cooked somewhere by an unspecified person). The restaurant was not operational.


We asked for and were brought a light for the kitchen, a couple of light bulbs for sockets without them, a couple of extra tables (for our computers), some extra chairs and other items to outfit the cottage. We were getting the place more habitable and we unpacked. We used the second bedroom as a dressing room for Dimitri (after cleaning the dust and dirt from the cabinet in that room).

Dimitri's next task was to connect to the "High Speed Internet access (DSL line)" described on the website. Ed described the Internet as: "wireless internet ... can be anything from fast to painfully slow". There was not even a dial tone on the telephone, let alone wireless internet. Dimitri asked for the staff to call the Internet Service Provider (and even gave the staff the telephone number to call). There was no Internet until the 6th day of our stay for 30 minutes and then the dial tone on the telephone dropped again. We ordered a rotisserie chicken (we've seen many shops on the streets of the Visayas making them and they looked good), rice and vegetables for our first dinner. The whole family arrived, each carrying a dish; it looked like a procession for a rijsttafel in Indonesia. Unfortunately, at the same moment that the family arrived with the food, the electricity went out for all of our area of Cebu (probably because of Typhoon Ondoy). So, the family brought us candles and a flashlight. In several hours the electricity came back on. The chicken was good and we had a glass of wine (in the wine glasses that we are carry with us). For dessert, we had one of the items Dimitri had chose from Sans Rival in Dumaguete.

The air conditioning worked in the bedroom and Dimitri slept (Audre heard the animals scurrying in the eaves above and listened to the storm all night). The family brought us breakfast the next morning at the appointed hour. The morning was not as stormy and we could see the excellent view of the strait that the cottage had. The wrap around deck seemed suspended over the beach below.
The Ocean Terrace website states that they have motorcycles and cars for rent. Well, there was only one motorcycle that was driveable. The registration on the cars had expired and were not available. We were getting the impression that Ocean Terrace was a haphazard, family-run enterprise that was barely operational and rather unprofessional. It was definitely mispresentational to call it a resort; it was a basic guesthouse, nothing more.


We rented the motorcycle that was driveable (having to put gas in an empty tank and fix the faulty brakes) and went looking for alternate accommodations in the area. We found very nice places and would recommend that anyone interested in Liloan, Santander stay anywhere other than Ocean Terrace.

The first resort we visited was next door to Ocean Terrace and is called Eden Resort and it is a real functioning resort with a great view of the Tañon Strait and Negros beyond. (Eden Resort, Liloan, Santander, Cebu Philippines, tel (63-32) 480-9321 or (63-92) 744-11320 or (63-91) 793-1520, web: http://www.eden.ph/) Jenelyn, the very nice receptionist, assured us that they had Internet connectivity and showed us a room. It was a very good size and had a nice balcony, it was air conditioned, had lovely furniture, good storage and a good bathroom with a hot water shower. The resort had a beautiful infinity pool and a tennis court. The room was Php 2500 for 2 without food (not much more than we were paying next door). Unfortunately there was no TV at all, not even one to watch our own programs from our Archos. Dennis and JenJen Pettersson are the owners and were wonderful, hospitable people. We would have moved immediately if Eden had had a TV.


The next hotel we visited was Marine Village Dive House (Liloan Santander, Cebu 6026, Philippines, Tel. (63-32) 480-9040, mobile: 0933-822-3935, e-mail: dive@marinevillage.net. Web: http://www.marinevillage.net/). A center for Japanese dive groups. The room is not inviting although it had a/c, hot water. It had no view of the Tañon Strait, no TV and there was internet only in their restaurant. A suite room with attic was Php 3250 (which we didn't see) and a deluxe room was Php 2750. This hotel was in a noisy part of Liloan and it wasn't for us because we aren't divers. The nice manager there sent us to a sister hotel farther from Liloan than Ocean Terrace. It is called Bonga Villa.

Bonga Villa Liloan Beach Resort has a nice location along the beach with great views(Canlumacad, Santander, Cebu, Philippines 6026. Tel. (63-32) 480-9045, e-mail:info@bongavilla.com, web: http://www.bongavilla.com/ ). Its accommodations were two-story with a living room and dining table (and mini-bar area) upstairs. Downstairs were two bedrooms which are air-conditioned. There was no TV and no Internet. The regular price was Php 2400 per day for this new and lovely hotel with resort ammenities, such as a pool. Again we would have moved immediately had the place had TV and Internet.

In the end, we decided to stay at Ocean Terrace for the week. Dennis and from Eden said we could bring our laptops over to their hotel and use their wi-fi Internet. We ate meals at Eden and enjoyed the experience there. Had we stayed less than 7 days at Ocean Terrace, Liza and Ed Thompson said that they would charge us Php 3500 per day for the oceanfront cottage and it was definitely not worth that.

In fact, after seeing the other hotels in the area, we thought that the Php16000 a week for Ocean Terrace was delusional for what they were offering. Dimitri wrote an e-mail to the owners. Here is what it said:


"Greetings,
As I’m sure you know, we are in the 2-bedroom cottage since Saturday. Although the transport and the accommodations are adequate we are really not very happy about either.
First about the transport: although you had said you are offering transport by van, what came to pick us up was a jeepney with open sides. Saturday was a rather strong windy and rainy day and the transfer was rather uncomfortable. In Lilo-an, the transport was two tricycles (motorcycle with side car); also very uncomfortable. Your quoted price was Php 1500. I think a more appropriate price is Php 750.
Second about the accommodations:
• The cottage is poorly maintained, not very clean, and full of ants.
• Internet has not worked at all since we arrived and there is no indication of when it will work. Your people tell me that there is no dial tone on the land line phone and that their cell phones have no load, so therefore they cannot contact the Internet technician.
• Your people here (although many of them and trying hard) have no idea how to run a hotel operation. Girlie is the only one who speaks adequate English and when she is not around it is very difficult to communicate with the rest of them.
• Meals are difficult to set up since there is no restaurant operation.
• The 2 cars that your website offers for rent are not available because, I am told, their permits have expired.
• The motorcycle that was available for rent came with an empty gas tank and with brakes that had to be adjusted by a mechanic.
• There was no indication in your e-mails that you and your wife would not be here when we arrive. We might not have chosen your place had we known that. In view of all these problems, I think it would be fair to reduce your price considerably. A good way, I think, is to make the booking for one of your Deluxe Cottages at PhP 8000 per week, and offer us a complimentary upgrade to the 2-bedroom cottage.

The response we received was basically "too bad;" if you are unhappy, leave and pay Php 3500 per day plus breakfast. If you don't we will call the police. This response was so unbelievable and unacceptable we were appalled.

The coup de grace came when we were leaving Ocean Terrace after our week there. We asked our next hotel Club Serena, Saavedra, Moalboal, Cebu to come to pick us up for Php 2500 (we had asked GT Express vans what the cost was from Liloan to Saavedra and they had quoted Php 2000 but we opted for the higher price from Club Serena). The Club Serena van got lost and went to a Liloan Cebu City instead of Liloan Santander. Dimitri went with one of Ocean Terrace's boys by motorcycle to the GT Express van that we had visited the day before. On the following day the price was Php 2200, with Php 200 going to the boy from Ocean Terrace. Another pound of flesh extracted from us by Ocean Terrace. Ick, the whole thing was such a nasty experience.

If any of our readers still have any inclination to stay at Ocean Terrace, we recommend that you read all of our e-mails with the owners of Ocean Terrace and if you still decide to stay there BUYER BEWARE:

At what price for the 2 of us and our 2 large suitcases and 2 small suitcases?
Either the deluxe cottages or the 2-bedroom cottage would be interesting. We’d like to choose after we arrive, if that’s okay.We are thinking about making the transfer from Pura Vida to your place on September 26 or 27. Any preference?

Hello, Sorry for the delay but I had to ask about the cable TV situation and van expense ..... we can include breakfast ( it is usually 150 peso pp and most other meals are 250-300 ( crab, prawn and premium fish extra). The TV gets local channels only ( by antenna ) - we have one cable box ( basic) in our residence but cant move it - there are plenty of DVD's for use We have the fastest internet offered in our area ( with linksys wireless for the resort ) but the service in our area can be slow and sporatic.... to many people using the limited bandwidth..... dont expect dumaguete speed - we are in the province A van from Pura Vida will be 1500 for the 2 of you - it will take you to the fastcraft or pumpboat ( 50-90 passenger- not like the little ones near Apo) in Sibulan, just past the airport ... its 20 min to Liloan where we will pick yo up and take you to the resort which is 600 meters from the fastcraft and 1000 meters from the pumpboat. We pay all transport expenses. Bringing our van over from Tampi costs 1000 each way ... plus gas... its not cost effective unless there are over 6 people. Let me know which day you would like to be picked up and at what time.

I don’t really understand what you said about the transportation. I think you said you will arrange the transport from Pura Vida, Dauin, to Sibulan. We then get on the fastcraft to Liloan where another transport that you have arranged pick us up. Am I correct so far?Does the driver who pick us up at Pura Vida also provide the tickets for the fastcraft or do we handle that separately?You said the transport would be PhP 1500 for the two of us. You also said “We pay all transport expenses”. Does that mean our transport is included and you do not charge us for it or does it mean that you arrange it and charge us PhP 1500?

We will pick you up at Pura Vida and pay all costs en-route for the total cost of 1500 for the 2 of you. (we have to charter a van, etc. ) You get on the van and are escorted the entire way. (No additional cost other than 1500 peso)

I would reccomend us picking you up if you have luggage .... If you would rather come on your own, P.V. has a service to Dumaguete ( I think) - ez ride ( 20 peso from the market ) or pedicab ( about 60 peso from anywhere in duma...) to sibulan pumpboat terminal ... 60 - 70 peso per person ( fare, portage and terminal fee) to get to Liloan where we would pick you up. Pumpboats and fastcraft each leave more than one trip an hour. This could be an adventure but not carrying lots of luggage.

You really don’t get it. With today’s Internet connections and blogs and on-line reviews, a bad write-up from us will seriously hurt your business.
For the final time, I request that you give us lower prices for the following:
• Transfer by jeepney and tricycle whereas van was promised
• No Internet
• No rental cars
• Motorcycle with empty gas tank and needing repair of brakes
• Restaurant not operational
• General poor maintenance and very poor cleanliness.
You may well be the owner, Liza, but my deal was made with Ed. I request that you get his agreement on whatever your response will be and state that you got his agreement.
We have no intention of leaving without paying. We have already paid PhP 5000. I will pay the rest as soon as we come to an agreement that we can both live with.
If you persist in your stubborn and unreasonable stance, I promise you that we will publish this complete exchange of e-mails for the world to see and judge for themselves.

I am not talking to you anymore. I have nothing left to say. You are gigantic pain in the rear. Before you came to Ocean terrace, you asked for a huge discount. We had a customer coming the day of your arrival, but we already had reserved the cottage and agreed an amount with you. I guess it was a very big mistake accepting you. In our culture, we usually bow to older people like you and your wife, but your behavior has abused that courtesy. I suggest you to stay in your own country for the sake of yourselves and others. You demand rental vehicle etc..but are unwilling to pay for one. The vehicle that picked you up in Pura Vida ferried you ound before reaching Ocean Terrace. That was not part of the agreement and why the van driver refused to take you, forcing us to switch to a jeepeny . The Pura Vida staff warned us not to accept you in our resort. But we didn't say anying about that until now. You are threatning to hurt my business? Go ahead and do what satisfies you. You and probably your wife as well are wanting everything for free or next to free and will slander and cheat to get what you want. You probably have done these tricks all your life and you gotten away with it but you will not this time.You will pay Ocean Terrace every penny you owe or you and your wife will be arrsted. It is better for you to pay what you owe Ocean Terrace now, today,and leave. have a nice trip

  1. Hi. The owners asked a lot. Judging from the way you both travelled, you would know which are the best services like any other. The golden rule in business is that the customer is always right. The owners must have forgotten that. Oh that email they sent you - is VERY UNPROFESSIONAL. Im seething just reading it.

  2. perhaps edward could not join you from korea where unbelievably he works for US Dept Defense as a teacher, because as i understand the situation he maybe afraid to face justice in the Philippines where the local police of liloan santander would like to speak to him very much about the charges he faces for being over friendly to underage girls in the area. otherwise your description is perfect of the resort--i was there also and you could not have been more accurate.
